seal off the air intake

Cover the air intake with something that won't get sucked in.

If the lights are on, my Toolcat will not shut off either. I need to turn off the lights prior, and then it shuts down as intended.

Now there is a clue!

Not enough current making it's way to the fuel shut off solenoid. (I presume the unit is a compression ignition engine)

With the lights on, voltage sags, and the solenoid doesn't get the kick it needs to pull in.

If the battery is solid, check connections! A DVM would show the situation in a hurry.
