Wheel horse mower deck problem.
I have a 1989 Wheelhorse 414-8 with a 42 inch side discharge mower deck.
When the mower tries to mow thick grass the blades slow down to a stop. I push in the clutch pedal and the blades speed up again. I Just replaced both the mower spindle belt and the PTO drive belt. No help
Any clue as to what to do next to solve this problem?

Keep an eye on the clutch (on the side of the engine engaged by the lever). Sometimes they start slipping if not adjusted properly and will burn up if you are not careful. Also, the spring that keeps tension on the belt around the deck sheaves may be binding or weak.

I was having the same problem with my SB 421 or rather my son was. When the grass is too high, it's just more than the mower can cut and discharge. There's just so much space under the deck. I heard my son's belt howling and I had him slow down to low range 2nd gear. Yes it's slow but it gives the mower time to do it's job. Here's some pics. http://www.dotphoto.com/go.asp?l=wedgeheaded&AID=6160685
