I think Builder is right, it has to do with warranty more than anything. As you say, the trucks are identical except the gear ratio's.

Today I finally got an answer out of a trailer dealer.And it seems to make perfectly good sense.It is A massachusetts issue,anything over 9999 has to have a commercial trailer plate.So it comes down to a money thing.It is surprising to me the number of trailer dealers that couldnt answer the question.

Another reason it could be in my state is that anything over 10K pays a registration fee that depends on weight. I'm almost certain anything under 10K is a flat $20 bucks.
