Noob tips welding 90 degree joint

Welding a 90 degree jointin 3/16" (or 1/4") steel with AC 6011s tried various amperages. I am having trouble getting the weld puddle and bead to stay high on the vertical piece of my joint. Seems to favor the horizontal piece. Any tips?

Most likely you have the wrong rod angle. Try lower your hand, that will help force the puddle up onto the vertical plate.
