California - Good train of thought, but in this application, the idea isn't to "brake" the trailer, but actually to lock up the brakes (while not moving) in order to get it to trip over and fold up against the bale. Take a look at some of the links further up, and you should have a pretty clear idea of what it's trying to accomplish.
But yes, if this were actually being used as "brakes" in the traditional sense, you would want to gradually apply the brakes, as well as only applying them up to a certain point, rather than a full straight-12v lock-on.
