Overheating Problems

If there is any one that has a suggestion on how to get this tractor to run cooler I would really appreciate it, I have done the following to the tractor to no avail, had radiator cleaned and rebuilt, new thermostat, flushed block, new radiator cap, installed a temperature gauge. The tractor is used in Arizona and it is any where from 85 degrees to 100 degrees, the temp gauge will go past 260 degrees, the tractor does not shut down but it will boil over if shut off.The antifreeze is a 50-50 mixture and remains green no rust. I blame it on the design of the tractor as in front of the radiator is the hydraulic oil cooler, than in front of that is the diesel fuel tank. I do not know where to go next and I do not want to ruin the tractor. Any suggestions?
