I saw a popup camper getting towed through town yesterday with remnants of tire on one side and a very ruined rim. I don't think that they even knew they had a flat.

As everyone has said I see no issue if it wasn't overloaded.

Huh? Everyone did not say there was no issue. There is a clear issue in braking and not endangering other motorists in a panic stop.

Here's some info on trailer brake requirements by state.
Trailer Brakes - AAA Digest of Motor Laws

So with Maine plates (assuming the regs follow the trailer) the law would be

A trailer with a gross weight of 3,000 lbs. or greater is required to have adequate brakes acting on all wheels of ALL axles.

It looks like it would be well over 3000 to me.

The brake regs sure do differ greatly from state to state...good info.

The worse trailer tow I saw recently was a truck pulling a contractor enclosed tool trailer. The trailer was very heavy by the way the suspension was acting and he was traveling very fast on the back roads. What was different was the frame just in front of the enclosed "box" was compromised in a way that looked like it was broke. The trailer was leaning forward so much that it was nearly hitting the pavement. The scary thing was how fast he was driving with his heavy trailer in this condition.

I've never seen a trailer with brakes on one axle but not the other. Maybe because in Pennsylvania any trailer over 2999 lbs has to have brakes on all wheels, but I always thought that all trailers had brakes all the way around....

My 7k trailer has brakes on one of the two axles.

That's odd to me. I have heard of people buying used trailers from Ohio where I hear you can have 1 brake axle on a tandem and finding out that it can not pass the annual Pa. State inspection. Every trailer I've owned in 30 years has had brakes on all wheels.
