How full do you fill the reservoir on the MF 245 power steering reservior? there is one plug you take out, to add , do you fill until it runs out?? thank you

My JD 2955 will not turn over, unless I turn on the light switch, then it starts fine, but sometimes turning on the light switch does not help either. It is like no click, no nothing. I put in a new switch and it worked for 1 month, and now it only cranks sometime when I put the light switch...
