If you are trying to make a small, lightweight, tank to carry you can use PVC pipe. Keep the pressure below 150 psi and you will not have any issues with failure. The one caveat to PVC is it gets brittle with age and can fail. I'd replace the tank every few years to prevent that.

Did the engine produce white smoke/steam while running? If not I'd be concerned that it is something else besides the head gasket. If the water pump is mounted on the front of the engine it may be the source of your water intrusion.

Can you get a vice-grip on it to turn it to loosen the rust/crud? Or put a double nut on the thread side and use the outer nut to turn it. You can also gently tap the housing near the pin to try to loosen it up. If not heat the bolt to red, let it cool and try again.
