Your video showing the plugs are exactly like my front axle other than mine is a 1626 and my book shows 4.2 qts of oil for capacity.

Question: How close to the fill cap is your oil level after you've filled it to the point of oil coming out of the two vent plugs?

My mistake may be that I didn't fill the axle high enough to get the oil to flow into the two outer gear cases. I filled to about an inch down from the top of the fill hole. I did this because others have said the level should be 1/2 to 3/4 up on the axle shaft. At that level you are about 1.5 to 2 inches lower than the top of the fill cap. That may not be high enough for the oil to flow into the two cases. I dealer tech also told me he filled to about 2 inches from the fill hole. He's the one that said he didn't remove the vent plugs at all.
I saw another video where the guy had the oil level right to the bottom of the fill hole. That's where the book could be more detailed about filling it.

RNeumann: You are correct. I pulled both level or vent plugs, added more hydro fluid and sure enough oil ran out of both plugs until it slowed to a drip.
At this correct level I'm 1.5" from the top of the fill hole. I just wasn't filling it full enough for it to fill the gear cases and come out the level plugs.

Good to hear! That front axle will run fine if the fluid is low- so don’t worry about that. It lives a very easy life from a lube standpoint.

Here is what my 1626 Owner's Manual says: "Install the differential and both gear case drain plugs. Remove the oil level plugs located on both gear cases. Add the recommended oil through the fill hole until the oil begins to flow out the level plugholes. Install the oil level plugs and the fill cap."
