I have not noticed the engine slowing down at all. Only the rotation of the pto and the speed of the tractor, not the engine. Thanks again for everyone's time and comments!

Definitely a clutch slipping.

Ground speed would slow as well when it's slipping. His tractor only has one clutch that controls PTO and engine to trans.

What do you suggest I do? Should I order a new clutch plate?

Press on the clutch pedal with your finger. Any immediate resistance other than the pedal return spring? You want that afore mentioned 5/8" play, or at least "some".

I just went out to check mine. Like I said before I set mine 10Yrs. ago. Took a ruler and thought I set it at an 1/8. But without a doubt 3/16' to 1/4' tops, movement before the pedal stops or hits pressure. I have no Idea why but that were it stays locked in and shifts really good compared to when I first bought it. Practically no grinding at all ever when I use 2nd. PTO.. I was having shifting problems "Grinding" when shifting. I wouldn't go by any exact measurement but more take all the pedal away making sure that the clutch is seated and then Adj. it so you have enough pedal to lift the Clutch.

if you cant adjust it and make it better, I would go onto Hoye's site and order a clutch kit. SPlit the tractor and install a new clutch. Inspect the flywheel when you have it all apart.

I am so very grateful for all the input from everyone! I adjusted the clutch at the pedal. The first time I turned the adjustment two turns to the left and it would not take any gear. So I turned it 4 1/2 the other way and it took gear like never before!!! PTO runs stronger than it ever has! Thanks again and take care

That's the way I prefer it also with these non-synchro trannies.
