30B Perkins 3cyl wiring issues

I recently had rear facing light re installed... now I have no gauges working so I opened up the instrument panel and discovered 1 of the 2 fuses had been cut and left hanging by a guy who i thought knew what he was doing who did the light .. also I checked the radiator and found flakes of blackish goo floating in coolant.. my question is do I have a blown head gasket? and if so could this have resulted from not realizing gauges were not working and overheated? I feel stupid but my gauges have always been intermittent (Tach works) also both fuses on dash have always worked until the light being hooked up
