4WD problems with New Holland TN70A

I recently bought a TN70A. I have not been successful in getting the tractor into 4WD. I have tried moving forward under low speed, no strain with light steering in both directions while engaging the lever (as per the manual). I have looked under the tractor while a friend engaged the lever. The linkage looks okay and I see the shaft moving into the transfer case but still no luck. I have tried lifting the front wheels off the ground while engaging the lever with no success. Does anyone have any knowledge or experience with this problem? Thank you.

I don't know if it's like my td80 but, just normal pressure won't do it. It comes up really easy but, I have to give it a pretty good tug at the top to get it to engage. Same way going in. Moves easy till it bottoms out. Then a pretty firm push disengages it. Took me a bit to figure it out myself.
