Sounds like the locking mechanism might be causing trouble. On my Home Safe, I had a similar issue where the handle turned but didn’t fully retract the bolts. Turned out a little lubrication on the internal linkage helped smooth things out. If that doesn’t do it, carefully removing the inside panel to check for loose or misaligned parts might be the next step. Sometimes, a slight shift can cause binding.
You might be amazed how flimsy the locking apparatus is if you remove the door interior and look at it. I put a new lock on my Browning safe and I was shocked at how crappy the rack and pinion linkage was. There were multiple points for eminent failure and misalignment. It's a simple apparatus, so I fixed all the areas of concern when I put the new lock in.

I bet they spend something around $100 in materials to build those safes. It's all show and good wishes when locking things in there. But it's better than a closet or a filing cabinet. I'm just glad that I inherited it and didn't waste my money buying it.
