That uses the CDC or Cummins engine, I think the pump timing would be off unless the temps were below zero.

Yeah, I have no complaints about the CDC engine.

Have a 3394 here with a similiar problem. The motor runs fine but the tractor will not move in any gear. Have replaced the electronic shifter module and the hydraulic pressure is good. Seems electrical because the motor revs down as if coming under load when the key is turned on and then revs back up again when the key is turned off.
