I think lake Mead levels can be blamed on drought and over-usage of the Colorado river by California, the latter being the biggest culprit. Though its hard to complain about California's water usage when they feed the nation most of its fresh produce. Its just as much the consumers' fault for supplying the demand. That's one of the reasons the 'grow local' movement is taking off.

The natural or cyclical has been answeered. It is natural but being grossly affected by mankinds contribution.
