I got back into this project last night. In the spirit of "It can't get any worse" I used a toothpick to put a very small bead of good old blue RTV silicone around the diaphragm, and put the carb loosely back together. I let it sit for 24 hours, and then tightened it up and installed it on the generator it came off of.
It worked for a little while. At least I got it working long enough to test the rest of the generator to prove to myself that it puts out power and runs well.
The first indication I had that it was working was that the primer bulb actually brought fuel into the carb. I actually had to clean out the main jet to get the engine running, but in the end I got it working.
After running for a little while, the generator started to slow down like it wasn't getting enough fuel again. I wonder if the fuel dissolved some of the gasket material.
I know this: In the end when the generator was running really rough again, I could kill the engine by spraying any kind of fluid (carb cleaner, ether) on the outside of the carb where the damage in the diaphragm was. That tells me that I had some kind of leak there again.
This morning I actually bought another TK carb off e-bay in the hopes that there's some way to adapt it. If not, I'm sure I'll find another use for it if I wait long enough.
