Ford 1320 will not start

I have a Ford 1320 over 20 years old. The tractor would not start and I replaced the old battery, checked the fuses, cleaned and tightened but the tractor will not start. I have read the manual and can't locate a trouble shooting check list. I would like to do the repair myself if I knew what the issue or part problem was.
Any local Ford Tractor repair make house calls? I am in western Riverside County.

What does it do? If it just doesn't do anything (starter doesn't turn at all), start checking your safeties. Like, it won't let you start if the PTO is engaged.

ditto.. we need to know more.. is it turning over or not?

if turning over, is it making smoke?

Do you have fuel, is the valve open, plugged filter. When was the last time it ran? did it die or did you turn it off. need more info.
