Ford 3610 power steering leaking from cap

I have a Ford 3610 tractor shooting power steering fluid out of the reservoir and leaking out of the cap, when I fill it up it steers fine just ends up leaking all the fluid out, also it’s frothy fluid see videos attached. I’ve ordered a new filter and ORings just want to make sure the pump isn’t bad

More likely the shaft seal is causing more problems than the filter. The filter actually does nothing in this system.
