Thats weird. I am assuming you are talking about the left side of the tractor? Usually there is only one linkage on the clutch pedal which connects to a lever toward the front which disengages the clutch when the pedal is depressed. Your pedal has 2 rods comming off it? Are you sure you are not confusing the left hand brake pushrod? If you are, there will be a similar pushrod in the same place on the other side of the transmission housing(right brake pushrod). The clutch and brake pedals probably share a common pivot like on my Jinma 254. The left side brake pedal pivot passes under the transmission to connect back to the left brake assembly alongside where the trans and rear diff meet. The clutch pedal shares the pivot shaft with the left brake pedal.
The term "mutual lock lever" sounds like a rear locking differential control lever to me. On my 254 that is on the left side of the trans, above the floorboard (right below my right thigh when seated)
