Freeing a tractor steering wheel

Hard to believe, but Liquid Wrench is rated the top/best penetrating oil sold today.
I would not pound on the shaft, there are bearings inside the steering box the steering shaft rides on.
The plastic wheel hub is poured around the splined steel insert.(some are keyed instead) the difference should be detectable when the top is clean.
