Oil & Fuel Fuel Filter slow filling

There is ableed screw just in front of the injector lines on the injection pump.
This will bleed the filter and the pump.

Class III TC's don't have a dedicated bleed screw on the pump. What used to be a bleed screw is now a banjo bolt to accommodate the injector return flow. Completely bleeding the filter head is sufficient for a filter change without complications.

I do not know what kind of tractor you have.......but recently when I changed my diesel filter and cleaned the bowl on my JD 770......when I turned the shutoff valve back on line and drove away the bowl would fill very slowly and only fill halfway. Upon closer inspection the seating screw that holds the lever in the shutoff valve had slipped therefore the valve showed open but was choked off. It came apart real easy and the realignment took only a few minutes and all was well after that!
