Start your engine, set the parking brakes, dismount, and take another look at the sediment bowl. Typically the inflow/outflow are at the top, sediment and water at the bottom. But some sediment bowls exhibit an internal "swirl" with the engine running. If your 1/4" of sediment is in motion while the engine's running, some of it could be exiting via the outflow. You might want to dump more sediment more often.
