I had a similar problem, though not as steep a slope. I had a sandy base (which seemed as hard as cement on most days) which was washing away in the rain. I put some topsoil down on top which was leftover from the driveway installation. I noticed that I had two distinct layers, and that the topsoil started to slide away after a heavy rain, or when I had to drive on it. I ended up roto-tilling the topsoild into the sand to create a mixed layer, then put more soil on top. It's worked great so far.

Another recommendation was to till some straw or hay into the mix to help hold things together until the grass gets a good start. I didn't try this, but I'm sure it would have helped. (After tilling it once with a small walk behind rototiller, I'd had enough... no tiller for my tractor ... yet)

don't do it in a rainy wet time of year, it will just wash away. when u get it down plant someting that will take root fast, don't mater what it is , u can always add different seed later, just get something down and growing that wil hold the soil
