I don't understand why it is "hard to say".
1986 models began with UC 07232
1987 models began with UC 10320
Your tractor is UC 10118, meaning it was built just prior to the first 1987 number, but well after the first 1986 number.
Thus it must be a 1986 model, built at nearly the end of the 1986 model year.
Well, according to the column marked Years Made, it should be an 86 model. This is confusing.
Here's some additional info from the link.

Some of the 1210 production may have leaked into early 1987.
The serial numbers for 1988 and 1989 appear to be serial numbers for the 1220 -- successor to the 1210.

From TractorData.com Ford 122 tractor information.

Well, according to the column marked Years Made, it should be an 86 model.
But, I agree, it's not clearly stated.

I'm not sure about the accuracy of the tractordata info, but that site says that production of the 1210 ended in 1986. New Holland (121) - 3 CYL COMPACT TRACTOR (1/83-12/86) Parts Diagrams also shows production ending in 1986.
According to the tractordata site, 1986 production began with UC07232 and 3295 units were produced in 1985 (7232 - 3937 = 3295). Your serial number is consistent with production in 1986, probably near the end of the model cycle.

Tractors don't follow model years like cars do.
In the tractor world it is typical for an entire production run to be built in one year and then sold over the years until the next production model hits the dealer floors.
So the serial number usually shows the year when it was manufactured, but a tractor is officially "born" and aged from the date it was first sold by the dealership. A gap of five or more years between the two dates isn't uncommon.
