I also have a JD 430 and had the same problem this year. While getting it ready for my summer harvest, I replaced the old power steering pump and hoses with a new power steering pump and hoses and experienced the same problem - the pump was not putting out enough oil pressure. I tried everything I could think of, including applying air pressure as stated in the operators manual while running the PTO at the correct speed and the control valve opened. It just didn't put out enough pressure. Even had a JD mechanic work on it and he confirmed my belief that I had been sold a defective pump. Unfortunately, I had bought that pump off a local vendor and he closed his business, so no other JD dealer would do a warranty claim for me and I couldn't see spending another $300. The way I got around it was to uninstall the hydraulic hoses that were attached to the hyd cylinder that raise the pickup and install them to the hyd cylinder that operates the twine arm. By doing so I manually operated the twine arm using the second remote control lever from the driver's seat. All I did was watch the number window on the baler and stop forward travel every time the number on the window had just reached the size I wanted my bales to be than I would use the hyd remote lever to swing the twine arm from its parked position towards the bale then reverse the lever and slowly return it back. It worked just fine wrapping the bales with twine and cutting the twine when it reached the park position and if I wanted more twine I just swung the twine arm back in and repeated the process. I did adjust the hyd remote to its lowest setting. This saved me $300. I bale around 700 to 1000 bales alfalfa, teff, and sudan grass average per year. Hope this helps.
