L4240 PTO control lever stuck in engaged mode Low

This tractor has two PTO speeds with a neutral between them. AT the moment it is stuck in Low and I cannot move it into neutral. The lever is spongy - it moves quite a lot but does not shift. Any suggestions, much appreciated? Just to be clear it is the gear shift lever that is stuck not the on/off control lever, thanks.
Update: the Creep gear shift lever is now stuck in neutral so I am thinking that the rear PTO clutch has failed?

I didn't know the L40 series has a 2 speed pto.
General tips you may have tried :
Trace the linkage back ensuring everything is connected, free, and lubed. With the pto disengaged, try again. Disconnect the linkage nearest the case and try to shift at the case. If that doesn't work, I suspect there is something wrong inside the case.

It doesn't as far as I know. Mine sure doesn't... I just have the yellow electric knob you use to engage/disengage the PTO clutch. He's also talking creep gear which maybe is a thing on gear models? Dunno, or the model number cited is incorrect.

The European L4240 had a 2 speed PTO with 540 and 750/540E and 16x16 Shuttle shift transmission. Maybe that's the case here?
