I think the difference is that in this "accident" here in Missouri, they knew the bad weather was coming as evidenced by the changing the sequencing of the water tour first instead of the land tour. In Seattle no one "knew" the axle was going to break. But in Missouri they know bad weather was going to hit and soon, but they chose to "outrun" it and made a decision based on a pecuniary interest instead of the safety of their passengers. When you make a decision like that to gamble with people's lives and you lose, and a bunch of people die, then you will likely have to face the consequences of that gamble.

I don't know... they are alive and well here in Seattle. We had a bad road accident killing 5 and injuring dozens 3 years ago. I think I posted already.

You really don't think about it until it's too late; if somebody falls overboard they will just tread water until the boat turns around, right?
After paddling canoes all of my adult life I finally just bought my first power boat ever- a 12foot Sea Nymph powered by a screaming ....

These days life vests are so reasonable to wear, it does not make sense not to for individual use. Tour boats I can sort of understand but in this case... well we all know what happened.

Get yourself an old jet ski, cut the top off of it, cut a hole in the bottom of that 12' Sea Nymph to match the bottom of what's left of the jet ski, marry them up, and there you go!
