Price Check Price suggestion on a L3830 HST

A recent widow is selling the 2006 L3830 HST purchased just before her husband's death. It has a FEL and a brush flail mower. 145 hours. A local dealer is said to have offered her $18,000 if they can sell for $20,000. What price should I offer her?
I was about to purchase a Kioti DK35se HST with FEL for $17,000.

A year ago I trade in a L3830 w/800 hours on it and a FEL and the dealer allowed me 16K for it.
