this is a picture of my rims. Are the brackets for weights or could they be used to double up my rims?

I'd guess that you have some sort of a dual wheel bracket.

I don't think so. That tractor is way too small for duals. I suspect add-on weight discs of some sort.

If that is a Japanese tractor, it could be a mount system for paddles. They use them in the rice paddys for better traction.
