Lax if any regulations. Say what you will about keeping government out of your business, but I like their business being keeping the idiot with an improperly secured machine off my vehicle.

Shame on you if you see something dangerous and still drive close enough that it could be on your vehicle. To think that any law is going to stop somebody from being an idiot is being even dumber than than the idiot.

Does that count if the thing coming off of their vehicle crosses the double yellow and I have less than a tenth of a second to react(FWIW "average" reaction is about 300-500ms).

Laws may not prevent things but enforcement certainly does. You're free to do what you want on your land if it doesn't impact me but if your going on public roads you better datn be sure everything is secured tight.

True that a law will not stop anyone from doing something silly. And so often the laws are not enforced all that much. Government fines and tickets are usually not that hard to deal with. When something does go wrong one thing is for almost sure. When the dust settles the insurance companies are going to make every one with any fault have some serious regrets for failing to follow the laws. So eventually the laws do have some influence.

Could be or was probably on the phone asking where the heck to deliver the load, and drove off the road thru the hole.

Not to be racist or anything, but why do so many excavator/tractor fails seem to be in foreign countries? Do they just have better premonitions to video potential screw ups?

I would rephrase the statement. Why it happens in undeveloped countries. The issue is that you don't challenge the boss. The safety or loss of life is secondary to having job done. I used to live in country like that. When I came to the US I thought what a bunch of sissies. Then it occured to me very quickly how stupid and expensive is the approach we used in my original country.
