Suggestions needed regarding DIY Sulky for Grillo G110d

The sulky made by EarthTools does it have ball bearings where the wheel hubs are (where the barbell weights are mounted)? I live in Europe and ordering the sulky from Earthtools is too costly for me (its expensive anyway...)... so i have to do it myself? If anyone on this thread has the implement at home, could you kindly take a close up photo? Thank you for understanding
