The part you had to disconnect after raising the pump slightly out of the block.

The part I disconnected I thought was the solenoid shut off arm.

The solenoid is at the rear of the pump and directly contacts but is not connected to the fuel rack. The governor linkage goes into the governor which is located in the timing cover. If you had the barrels out of the pump housing you are screwed. They need to be installed then adjusted on a test stand.

Power problem seems to be resolved. After 3/4 of a tank of fuel with Lucas injector cleaner a new fuel filter and air filter everything seems to be much better.
I will provide another update after I get it in the field.
