Old belt snapped off and everything I've seen tells you how to Uninstall. And then says follow the way of the old belt. Well if it snapped off you don't have a pattern. Anyone help here please?

Yep, those instructions remind me of the old Chilton auto service manuals. I once had to replace a heater core on my car, so looked up how to do it at the local library Chilton book.

I swear to God, this was the instructions as best I can remember.
1. drain antifreeze
2. remove heater core
3. reverse the process to install.

Looks like i got it on right but I'm getting no forward or reverse. Is there supposed to be any play in the belt? Or is it supposed to be tight?

I would say if properly installed the belt should be tight. Not unusual for springs to get launched or broken when belts break.

Be sure that the spring is in the groove of the arm. If it slips up it won't drive.
