Carl- you may want to put a desiccant vent on your drum. You might also want to get it up off the ground to insulate it a bit to reduce day/night temperature cycling. Anything that you do to keep humid air off of it, or condensation on it is going to help.
If I were you, I would expect to change your fuel filter a couple of times in the next month or two, based on my semi experience. Final filters are in the 2-5 micron range, and by the time you get to having crud in a pre-filter, you have a lot of sub 100 micron debris. Did I mention a Racor pre filter? Racor (Parker/Hannifin) also make tank filters.
Having rust all the way up your intake tube on your barrel is suggestive that you had suspended water in there, so I would expect that tank to be a problem until it is power washed and painted...Given the humidity and your rust, it might be worth considering going to smaller metal jerry cans for awhile to keep each tank sealed and fresher.
