Harbor Freight is cheapest but you have to take into account you WILL want to get a new top hook as the stock one doesn't stick out far enough ($40-50) and everything is size for Category 3 so bushings for all your implements (~$10 per implement at tractor supply).

A cheap way to make the top hook work is to change the bolts to flush pins. See this thread:

As noted above, any quick hitch that is built to the ASAE standard for quick hitches will require bushings.
