YM 2620D 4x4 broken?

I agree with Winston, in 4x4 with front wheels off the ground the wheels should be turning.
1st check to see that your 4x4 shift lever is moving to fully engage into 4x4.
After ensuring this is happening, you must beginning the process to determine where the issue is at—front diff/axle (less likely but possible) or internal to the tranny.
If no one is available to watch the drive shaft, the quickest way I know to determine is to check if the drive shaft is turning. (Put down a folded towel or other good padding material. Place a video camera on the towel (have this centered under the tractor). You may need a light source also to be able to see easier. Make sure nothing will drag the ground (loader bucket or 3ph implements) and drive over the video camera. You should be able to see if the drive shaft turns. And then know where to focus your attention.

Both wheels stopped? That sounds like the driveshaft to the front axle. On most of these its inside a sleeve so you can't see it turn.
We have read of the CV joint at either end of the driveshaft wearing out and disengaging. I expect that would make some sound.
Maybe jack up one side, front and back, and see if there is a racket up front when the suspended rear tire is turning. But do this safely! Block the tires on the opposite side and obviously, don't go under the tractor. I like the idea of videoing, in this case to record any sound.

What makes the difference? Bore?
I think they are the same hp, same engine. Here is a clip from Fredricks. The 02 and 20 series Yanmar tractors were originally manufactured in 1982 and 1983. These tractors show improvements in weight, size, and other features, with the same Yanmar Diesel engine at the core. Just like the 01 series, you'll find that the 02 tractors have a standard gear transmission. The 20 series, like the 10 series models, all have Powershift transmissions with one noticeable difference: the Powershift lever is on the column, rather than on the platform, giving you additional ease-of-use and better access.

The YM2610 vs. the YM2620 have different engines.
YM2610 has the same 3T80 as the YM2500 and JD850.
YM2620 has the 3T84 Series engine. It's the most popular engine in the YM series. One could take the YM3110 fuel injector pump and swap it in for more engine power from seeing how the same engine is scalable in Hp by the fuel injector pump.
There could be differences if I recall with dry vs. wet brake system too between the 2 models. In Japan, some tractors were made explicitly for rice fields and others for soil planting. With this said, the controls are setup as Winston pointed out for the applications the tractors would used in.
I did a search last night on the YM2620 and found the RS-1700 tiller ! I've been looking for any images on this tiller because it's part of the YM2610 part manual, but it's alluded everything I tried to find it. The nice thing is, there were a half dozen pixs of the unit. I'm very pleased now. Seems BOTH the YM2610 and YM2620 used this tiller.
All I need now are clear images for the RS1600 or the -01 or -02. There are minor differences and 1 major; 2PT vs. 3PT difference.
Wish there was a tiller understanding to figure out what the ending number meant. Maybe Ernie could answer that. Not sure.
