I had an old snowblower (Snow King I believe) that had clutches on the drive auger and impeller. Greatest idea I'd seen for a large snow removal tool, especially with a gravel drive. I've yet to find another with like features /w3tcompact/icons/frown.gif
As for adding a PTO clutch I'm not sure how well that would work since the shear bolts are on the augers and impeller drive. That was were the clutches were on the old one and it is usually where I shear pins (auger). The PTO clutch may work to protect the impeller but with the gear or chain reduction to the augers I don't think it will work as well. If you find otherwise please post and let us know.
