I am re-powering a 640 with a 172 engine and come
to a point where I can spray carb cleaner and fire the
motor over. The Vicker Vane pump was transplanted
to this motor also, and I am not sure if I can run the
pump for any length of time, or is there a mechanism
to blead the system so as not to damage the pump?

I would suggest that you pour some oil in the inlet if possible. This will help the vane tips seal and prime better. Where is the reservoir in relation to this pump? I.e. how is the inlet plumbed?

I have no idea what a 640 is or a 172 engine is.
Here is how we prime our Vickers Vane Pumps:
Disconnect the drive from the input shaft.
Fill tank with Hyd oil.
Loosen the JIC fitting on the output side of the pump.
Rotate the input shaft by hand or some other slow method.
As soon as hyd fluid starts weeping from fitting, tighten it.
Connect drive, start engine . run at idle and monitor tank level & system pressure until stable.
Rock and roll.

This is a ford 81 engine in a ford 600.
Externally the engines are identical.
the 801 is 60 hp the 600 was 36 hp.
The pump is mounted on the side of the
engine and is driven by the camshaft through
a window in the block.
In addition, the bottom hydraulics mount
to an aluminum manifold that curves
down to the bottom of the bell housing.
The manifold stands stiff up to the mounting
surface of the vickers pump.

the piping under the bell housing goes under the
transmission and under the hydraulics reservoir
under the seat.

Before assembly I poured Hyd oil into the large and small
size manifold up to the top. The reservoir is in the hydraulics under the seat.

The pump geer was spinning freely and making gurgling sounds
before installation. I do see two large allen set screws on top of the
pump over the area where the manifold hooks up.
