Everything's clean, no way to grease the front spindles, there is s nylon washer on top and no grease fittings, small tires are everything does spin freely

Don't know if anybody else has ran into this, the belly mower on my XJ are really pissing me off dragging and not returning to center very well, I've tried lowering the front wheels one notch to apply more pressure to them but that does not help, 3 point is down all the way, any thoughts...
