My 1602 throttles up okay, but when I move the lever back to idle, the rpms stay up. I have to reach down and pull on the linkage to bring the rpms down. I think maybe I'm missing a spring somewhere. Anybody have any ideas?

It may be stiff linkage or it may be a return spring missing. Remove your linkage where it connects to the injector pump. (simple-one cotter pin) Then move the lever on the injection pump by hand, with the engine off, to full throttle and release and see if it goes back to the idle position. If it does, it is stiff linkage. Trace your linkage from your throttle control to where you disconnected it from the injection pump. If it doesn't return, it is the spring in your injection pump. You have to remove the cover plate from the timing gear cover to access the spring.
