How do you let pressure out without losing the liquid?

Get the right pressure tester. Most are air only, but you need a tester that's built to test pressure on liquid ballasted tires. This discussion might help

I am confused; if there is only a 70% fill of fluid, with the tire valve a 1200, there should only be air at that point. The fluid and air do not mix and air being lighter would be at the top of the tire. After letting out a little air and fluid first why do you need a special gauge?

If it has Calcium Chloride in it the little bit of liquid sitting in the stem will ruin your pressure gage. Might want to blast a little air into the tire first to clear the stem and then get a reading with your gauge. (All of this with your stem at the 12:00 position)

Same thing with RimGuard. A little will always be in the valve stem every time the tire makes a revolution. And because of the air pressure, it doesn't drain back at 1200. The sugar will gum up your pressure gauge. Even then, rinse off the air/liquid gauge before putting it back in the tool box.

Most fill past the rim to protect from rust. So you can check your pressure or increase it but you can't decrease it without spurting fluid out. IMO
