Got on my 2013 D140, turned the key, and nothing. No solenoid clicking, no starter turning, nothing. Battery voltage reads 12.7V. Voltage from battery+ to starter mounting bolt (starter ground I am assuming) is 12.7V. Jump the starter solenoid between two main lugs, nothing. Jump from battery+ to starter+, nothing. Replaced solenoid on advice from JD dealer, still nothing. Could it be the starter or something else?

When you jumped across the starter directly, were you using a different battery? If so, and it was a known good battery it sure sounds like a bad starter.
Other items to consider are bad connections on the battery and ground strap. A high resistance connection will still show voltage on a meter, but will fall to carry any current (amps). Also, a battery can fail and still read 12.x volts with no load. A load test will confirm a good battery.

Check to see if there is a fuse off the battery side of starter solenoid and its good, it powers ignition switch and relays, starting circuits...

If you are jumping the big lugs of the solenoid and get nothing, that takes the solenoid, fuse and the switches out of the equation. That leaves the battery, starter, cable in between, ground or an engine that won't turn.
So to start with, try and turn the engine via the screen on top.
