The valve body on the splitter is leaking. It's coming from a hole in the detent housing assembly. The only info I have is :
HA-80 / PA-80 directional control valve 4 way tandem center 2 position arn. circa '70'S. Is there a seal in the detent housing allowing a bypass? It looks like it wants to be a relief hole, but drips all the time, worse when retracting the ram.

You need new spool seals. The weep hole is there to drain oil that passes by the spool seal on that end and enters the detention housing. Should be one o ring on each end of the spool with maybe a back up washer on the outside of the o ring. Change them on both ends.
