Ditto. On the 2310, you're not going to be able to engage the difflock when stopped ... unless you're real lucky. (Played the lottery lately?)
Move slowly either forward or backward in a straight line, and steady pressure should allow the rod to drop down and engage the difflock. And yes, they tend to be stiff/stubborn when new.
