Engine over heating

I have a John Deere turbo mover that engine over heats when cutting grass. Doesn't over heat when decks are not down. Could it be a hydraulic filter?

Temperature gauge swings high or it boils over? Has anybody cleaned all the grass, dirt, oil and mud from all the cooling fins.
