I would say yes you can tee in excess flow with the return.

Why not just use an inline flow control though? Whats the need for the 3-port pressure compensating valve?

I've been told on two separate occasions by 2 different hydraulic specialists that using a needle valve to control the flow of a hydraulic motor causes the oil to heat up too much which can lead to damaging the motor or pump.

How to the splitters work J.J?

Some splitter/divider valves have two equal orifices for the flow dividing the flow equally.

Other splitters/dividers have different orifices to divide the flow into different flow rates.

This valve has two equal flows.

3/8" 0-8 GPM DIVIDER VALVE

This valve has a priority flow of 5 GPM and the remaining flow goes to tank or another circuit.

That is true, that anytime you restrict the pump flow, heat is generated.

If all the flow went through the needle valve you would be in trouble.

This needle valve is rated for 15 GPM. 1/2 NPT 15 GPM PRINCE WNV-800 NEEDLE VALVE

Needle valves would normally be used in cyl circuits to tailor the speed of operation.

Engine rpm dictates the GPM's.

One should try to match the flow to the valve.

I have one of the flow control valves similar to the one you posted, on my Power-Trac for the PTO circuit.

I can run the hyd motors on my hyd auger, hyd flail mower, hyd trencher at whatever speed I choose. The excess goes to tank.

Those Prince priority flow dividers look interesting. I'm not sure how much flow my hedger needs but I'll look into it and might get one of them.
