The front wheel drive quit working, local New Holland dealer not very helpful on something that old. Might it need split or does the lever pull something into front axle? Is in Northern lower pennusla of Michigan.

The 4wd engages in the box under the middle of the tractor where the driveshaft comes out. It could be the shifter is not engaging or there is a coupler #44 at the front of the shaft, back of the front axle that many times strips the splines out.

how is front of shifter lever and drive shaft accessed?

If I remember correctly, the shaft guard tube slides back from the front axle. There is a coupler that connects the 4wd driveshaft to the front differential. Undo the snap ring on the front of the coupler and slide the coupler forward until the driveshaft can be removed from the shifter box.
The shifter is at the bottom of the transmission, so the oil would need to be drained and the shifter unbolted from the case.
Most likely, the problem is with the coupler at the front or back of that driveshaft being stripped. The second most likely cause is the shifter lever has a broken roll pin that goes through the shift lever and the shaft. This can be verified easily by moving the shift lever and watching whether the shaft moves or not.

My broken axle (1700) was NA. Had it center drilled, press fitted a pin, welded, turned and faced on a lathe. That was close to 10 years ago. No issues.
