Why would you want to lock it down during transport?

Actually, screwing the knob all the way in "locks" the 3-point from going down below it's current position. You might use this from transport if having the implement go down on it't own would be an issue. Note that it's not a guarantee, as a hydraulic leak may foil your best intentions.

I really meant to say lock it down, meaning to close the orifice by turning the knob to the right.

Lock it down, meaning to close it up, tighten it up, turn the knob to the right, etc.

Closing off the down orifice, blocks fluid from escaping from the cyl.

Owner manual says;

▶Lowering speed control knob for the 3 point hitch
This knob controls the downward speed of the
hydraulics three point linkage and is positioned at the
front of the driver’s seat.
To slow the downward speed- Turn the knob clockwise.
To increase the downward speed, turn the knob anticlockwise.
To lock the knob clockwise.
Do not over tighten the knob.
Always set the knob to lock when
1.Traveling on the road
2.Replacing tires or blades on an implement.
3.Making adjustments to an implement. Sudden dropping of an implement due
to hydraulic problems can cause serious injury or death.

Yes, it communicates where to pour the hydraulic fluid into the tractor at. Thankfully that was not in Korean.

The sticker in the photos reads:
"Hydraulic adjustment knob must be closed for safety when driving on roads, replacing rotary blade or checking implements."

That indicates that the knob is the 'hydraulic adjustment knob' for the 3 pt hitch.
