I glued down some rubber weather stripping on the concrete. This created a ridge and a better seal to the bottom of the door. It has held up great for the last 5+ years.

I've had good luck with WD-40 on door weatherstrips. "WD" stands for water displacement, I've been told.

As fate would have it, I had some WD-40 on the shelf in the garage so sprayed the door seals about a month ago. So far so good - no sticking.
Thanks for all the replies.
